June 9, 2016
TO: Zoning and Land Regulation Committee
FROM: Concerned neighbors with adjacent properties to Yahara Mineral extraction—6053
Highway 78, Mazomanie,WI
Please amend Petition: CUP 2338 to reflect the following.
1. As requested at the May 10, 2016 public hearing by neighbors:
a.) Please require Halfway Prairie LLC to plant evergreens on the existing berms"for the
purpose of mitigating the noise and for visual and safety concerns of neighbors". (#5
of Proposed Conditional Use.) As shown in photos of the pit at the 5-10-16 meeting,
the existing trees with leaves on do not block the large open view of the quarry, or
noise of the open pit. With leaves off 6 months of winter, there is no blocking.
Evergreens, when mature, will meet this requirement year around.
2. Please exclude from the CUP request the triangular parcel from Mathewson Road/78
South to the 40 line. This approximately 20+acre farmed field is necessary for a buffer
to adjacent neighbors. It is not needed by Halfway Prairie. There is a 20+acre parcel
just South of this triangle that has not been opened yet, so Halfway Prairie has no need
for this triangle anyway. Please exclude the triangle from the renewal of the CUP.
3. Please change the fifteen-year expiration to ten or five years for better evaluation of
the operation, and opportunity to review compliances and neighbor concerns.
4. Please consider the testimony of other items by neighbors at the 5-10-16 meeting and
the neighbor opposition document dated April 23, 2016 signed by eight neighbors.
Thanks you for your thoughtful consideration of neighbor concerns that live and own property
adjacent to this quarry.
