. •
- 23 -
Lecattun Refa- The Devil's Lake Unit of the Reserve is located approximately about 33 miles north of the Cross Plains Unit.
£cue to ()then
I' Units The Cross Plains Unit contains a segment of the terminal moraine situated along the boundary between glaciated
Signc6.ecance terrain on one side and the unglaciated "driftless area on the other. The Unit is a unique sample of the
¢
1:• 3•1 boundary because it is also the site of a gorge which is a well preserved subglacial drainageway. Contrasts
in topography between the glaciated and unglaciated terrains can be observed from vantage points atop the
a_ ! moraine.
-- !I.
N,ie.tony The Cross Plains Unit was recommended for inclusion within the IANSR in the 1968 Comprehensive Plan and its
boundaries were published in the May 29, 1971 Federal Register. The project was approved by the Wisconsin
Natural Resources Board for state acquisition in May, 1974. Approximately 100 acres were acquired at the
site, at a cost of $200,000 on September, 1975. No development has taken place at the site to date.
PROPOSED DNR proposes to acquire 60 additional acres in fee title within the boundary of the Cross Plains Unit.
xUrOVAT Figure 18 is a map showing the existing ownership pattern of the Unit. There are no interior easements or
PIAINS deed restrictions known to be attached to these parcels. One landowner may qualify for relocation assistance
IUIIT (see Figure 18).
` GISITION
An interpretive shelter housing various exhibits and displays and a small office for a naturalist is proposed
'VEVELOPMENT to be constructed at the Cross Plains Unit (see Figure 19). The structure would be"of a rustic nature, and
-:- would probably not include any rooms for the public. A small comfort station would also be constructed near
4,iroa6ont the interpretive shelter which would include a poured concrete sealed vault pit toilet. The comfort station
'n would be provided at the Cross Plains Unit because of the expected use of the area by school groups.
g Parking facilities would be provided for 25 cars and two buses. Both, the proposed parking lot and a 20 to 22
i . ce Road foot wide entrance road long, would be paved.
4
iaifa An interpretive trail, about 1-2 miles long, would be developed leading from the interpretive shelter, along
It the rim of the gorge and to other points of interest, and then looping back (see Figure 15). The trail would
! probably be soft-surfaced, constructed with railings and other physical or visual restraints where necessary.
'
tli, Tout An interpretive automobile route leading to the Unit would also be located, utilizing existing roads. The
-a route is proposed to follow, as closely as possible, the terminal moraine from Verona to the Unit. The
proposed route is west on CTH "PD" from US 18 and 151 to Shady Oak Lane where the route turns north, then west
on Mound View to Timber Lane, where it turns north again, and then north on Cleveland Road to the Unit (see
Figure 5). This route covers a distance of approximately 11 miles from U.S. 18 and 151.
ent Management of the Cross Plains Unit would be the responsibility of the DNR, Southern District. The goals of
the management program, consistent with the overall goals of the Reserve, will be to preserve and interpret
r, the glacial features. A seasonal naturalist will be assigned to the Unit. Initially, a naturalist from the
Devil's Lake Unit would conduct programs at this Unit on an intermittent or prior scheduled basis. A park
sticker or NPS "passport" would probably not be required for admission to the Unit.
The area will be investigated for possible inclusion or partial inclusion in Wisconsin's Wild Resource System.
The subglacial gorge, in particular, could qualify for Scientific Area status.
.'' ' .'n Interpretation at the Cross Plains Unit would be a mixture of passive and active methods. There would be
.01 self-guiding trails, including the auto-tour route, displays and brochures. There would also be a naturalist
=DI on duty part of the time to present various programs and to conduct hikes.
'r.)' Sanitary wastes would be pumped periodically from the sealed vault of the pit toilet, and disposed of at an
.p,
'V; approved sewage treatment facility. The DNR would arrange to have the pumping done by a private contractor.
Solid waste would be disposed of by agreement with a nearby licensed private landfill. Water would be derived
from a well to be drilled on site.
Law enforcement for the Unit would be handled by local DNR conservation wardens, and by Dane County Sheriff's
" ; officers. Possibly, park police from Blue Mound State Park, 15 miles west, could be called on for some
support as well. Fire protection would come from the Cross Plains Fire Department, about 2 miles away.
Additional fire control support would be available from the DNR Southern District Fire Control personnel.
Emergency medical services would be available in nearby communities, including hospital facilities in nearby
Madison. Emergency air transportation services can be provided by Dane County.
r Acquisition cost for the 60 acres to be acquired in fee title is estimated at $117,000 and relocation costs
are estimated at $8,000. The total estimated cost for development at the Cross Plains Unit is $146,100. This
9 figure is broken down in Table 20.
•
TABLE 20
•
ESTIMATED DEVELOPMENT COSTS FOR THE CROSS PLAINS UNIT
Development Cost (dollars)*
Interpretive Shelter $28,800
Entrance Road & Parking 33,100
Interpretive Exhibits 28,800
Landscaping 7,200
t Trails 14,400
Comfort Station 11,500
SUBTOTAL $123,800
+18% Engineering & Contingencies 22,300
I: TOTAL $146,100
*Adjusted to Spring 1982, projected date when money will be encumbered.
•
