Appeal by State of Wisconsin Department of Transportation (Robert Kohlenberg, Project Manager, Zenith Tech, Inc., agent)for a variance from maximum allowable height of a structure permitted within the Dane County Regional Airport Height Limitation Zone as provided by Section 78.03, Dane County Code of Ordinances, to allow temporary construction cranes in four (4) locations for a bridge replacement project at the intersection of State Highway 30 (Aberg Avenue and Commercial Avenue) and US Highway 151 (East Washington Avenue), in the NE 1/4 NW 1/4 Section 05, Town 8 North, Range 10 East and the SE 1/4 SW 1/4 Section 32, Town 7 North, Range 10 East, City of Madison. Structural Engineers and Contractors, Waukesha, WI LOCATION: City of Madison, Sections 5 T8 R1OE and 32 T7N R1OE ZONING DISTRICT: Does Not Apply COMMUNICATIONS: City of Madison — No communication Dane County Regional Airport— 12/23/2008 Email from John Robinson, Director of Operation/Public Safety, describing how the Airport would allow temporary use of cranes to help the project get started, with limitations including a requirement that "at no time will anything penetrate any higher than 953 feet AMSL" (the maximum height allowed in the AHLZ) 01/1 /2009 Einar fro Bob Kohlenberg, Zenith Tech, Inc Start date o project will be delayed from 01/19/2009 to 02/09/2009* FAA Study stilly in progress Facts of the Case: • Two existing Hwy. 30 bridges at the intersection of USH 151/East Washington Avenue and STH 30/Aberg Avenue will be replaced with one new bridge structure as part of a 2009 WDOT construction project (January through December 2009). • The bridges are located in the Dane County Regional Airport Height Limitation Zone (AHLZ) in the City of Madison. The maximum permitted height for this location on the newly adopted (10/02/2008)A.LHZ Map is 954 feet above mean sea level (AMSL). • The bridge project requires temporary construction cranes at four locations for installation of sheet piling, pile driving, and placing prestressed bridge girders at heights above the maximum AHLZ limit. One of the four locations will be used until approximately March 1, 2009 * _ pp y [ move may ba�delayed], then the crane will be moved to another of the four locations. • The agent states that existing space limitations and the absence of an adequate detour route require this project to be constructed in stages, while allowing traffic to move through the intersection.
