The relevant policy Is: <br /> "To prevent creation of excessive vacant lots and promote Infllling of <br /> existing vacant lots, no additional land will be rezoned for non-farm <br /> residential use If 100 or more undeveloped lots exist in the town." <br /> There are well over 100 vacant lots in the town and the application <br /> makes no reference to any extenuating circumstances.
