R.P.C. STAFF COMMENTS <br /> Petition 5147. This residential proposal is in an agricultural <br /> preservation area of the Town of Sun Prairie. Any land considered for <br /> rezoning is to meet one or more of the following criteria . It should <br /> be: <br /> 1 . Land where there has not been a history of economically viable <br /> farming activities . <br /> 2. Land which is too small to be economically used for agricultural <br /> purposes or which is inaccessible to the farm machinery needed to <br /> produce and harvest agricultural products. <br /> 3. Land located such that there would be no possible conflict with <br /> the surrounding agricultural uses. <br /> Comments: <br /> 1 . The application indicates 60% of the land has soils of Class I or <br /> II , which the USDA defines as prime . The less productive soils <br /> are along Twin Lane Road where there currently are four houses. A <br /> communication tower is at the corner of Yelk Road and Twin Lane <br /> Road. <br /> 2. The area is small as a farm parcel because the previous <br /> residential lots have been divided from it . The site is very <br /> accessible and could be farmed with the farmland to the west or <br /> the north . <br /> 3. The rezoning of these lands may not conflict with surrounding <br /> farming operations since only cropland is involved , not farm <br /> buildings . However , it is taking a significant additional acreage <br /> of productive land and converting it to non—farm residential use. <br /> 4. In addition the draft plan revision being considered by the town <br /> has this area delineated for mineral protection/extraction. While <br /> this draft has not been approved by Dane County, protection of <br /> potential mineral extraction areas from additional residential <br /> development is an increasingly important issue. <br />
