Town of Cottage Grove <br /> Plan Committee Meeting <br /> September 25, 1991 <br /> Present: G. Skaar, M. Kindschi , J. Peterson, S. Querin-Schulz, K. Hampton <br /> G. Skaar called the meeting to order at 7:30 p.m. K. Hampton read minutes of the <br /> August 28, 1991, meeting. M. Kindschi moved to approve the minutes with the <br /> correction of "Arneson rezone" to "Gausman rezone LC1 to Al" . Second by <br /> J. Peterson. Carried. <br /> Wallace Arneson <br /> Arneson property has one well and two lots. Survey was measured from center of <br /> Road; 3/4 acres for each of Lots 2 and 3 - R1 zoning. Lot 1 would be 8.5 acres. <br /> A2($) zoning. S Querin-Schulz moved to approve. Second by G. Skaar. Carried. <br /> Gregory Chaffin <br /> A2 zoning to A2(8) for 13.2 acres to bring into compliance. <br /> Conditional use permit #953. Limited family business zoning "L-F" 1 acre. <br /> Conditional use perrhit #953 for horse boarding. 2.5 acres-. <br /> Mr. Chaffin presented his plan for the above. T. Hesse spoke in favor of change. <br /> Several people spoke about possible problems -- speed of traffic, care of horses, <br /> who provides labor, manure removal , noise problems, hours for riding horses, <br /> possibility for lighting in the future, view, dust, smell , dirt, and concerns <br /> that it doesn't belong in a residential district. Mr. Chaffin answered that he <br /> will have his own horses, and his wife and father would provide care. Can take <br /> care of disposal of manure and noted that present care of property has improved <br /> since his purchase of the property. M. Kindschi moved to approve A2 to A2(8) . <br /> Second by S. Qtierin-Schulz. Carried. S. Querin-Schulz moved to approve "L-F" <br /> Conditional Use Permit. Second by M. Kindschi . Carried. M. Kindschi moved to <br /> deny Conditional Use Permit for horse boarding. Second by G. Skaar. Carried. <br /> Thurman Hesse <br /> Requested A2 to A2(4) to do away with the R1 zoning on parcel making one lot <br /> zoned A2(4) of 6.74 acres. S. Querin-Schulz moved to approve. Second by <br /> K. Hampton. Carried. <br /> Roger Hansen - Brandon Leetz (owner) <br /> Mark Hokenstad represented Mr. Hansen. Would like to build 3-bedroom house and <br /> plant hardwood trees. Several persons spoke about the rezone and questioned <br /> whether splitting the property would cause more dividing of the remaining land; <br /> house would be acceptable, but what would happen to the remaining 65 acres? Mr. <br /> Hokenstad noted that Mr. Hansen would be willing to sign statement about no <br /> further development. S. Querin-Schulz moved to deny because rezone does not fit <br /> the Town Land Use Plan. Second by K. Hampton. Carried. <br />
