SZo / TOWN OF COTTAGE GROVE BM910902 September 2 , 1991 The regular meeting was called to order by Chairman Eugene Skaar at 8 :00 P.M. All members were present. The minutes of the last regular meeting were read and approved. Zone Change requests were reviewed. William Buglass requested a change from A-1 Ex. to RH-4. The Planning Committee recommended denial. A motion was made by TN/LE to deny the request for zone change. Motion carried. Zone change request #5143, Dennis Bork, request to purchase land and change from A-1 to R-1 . Planning Committee recommended approval. A motion was made by TN/RG to approve the request. Motion carried. Janet and James Spencer request to change f, A(ex) to R- 3A. Chairman Skaar noted that John Brogan 411 be in at the next meeting about the speed limit on -H pe Road. The swimming pool fencing ordinance was discussed. The Board feels that a County ordinance would be more effective. The County may act if there are enough requests for such an ordinance. Atty. Cassidy stated that he had talked with Dane County zoning and at the present there is no plan to come up with such an ordinance. Mike Kindschi suggested that the Board contact Beverly Hills and that she may be able to start action in the County Board to come up with a swimming pool fencing ordinance. A motion was made by ES/MK that Rick Griffin put it on the next EMS meeting agenda that the EMS contact the County Supervisors from Cottage Grove and Deerfield areas to try to get a fencing ordinance in Dane County. Motion carried. Chairman Skaar noted that the Contract with BFI of Wis. for trash pickup has been signed. Chairman Skaar presented the Board with his recommendation for the organization of a Town Park Committee. A motion was made by TN/LE a copy of the recommendation be sent to each park committee member so that they may review it and discuss at the next parks committee meeting. Motion carried. Chapters one thru three of the new Town Ordinances were reviewed. Some changes and corrections were made. A motion was made by ES/MK to table the review until next meeting. Motion failed ' 3 to 2 . (TN-no, ES-yes , MK-yes , LE-no, RG-no) y Two applications to fill the Town Clerk position were received. Applicants were Tinna Ellingson and Judy Phillips . \`‘ Tina Ellingson is ineligible as she is a resident of the Village of Deerfield. A motion was made that the Board interview the applicant on Thursday, Sept. 5, 1991 at 7:00 P.M. Motion carried. The Treasurers report and due bills were reviewed. A motion was made by ES/TN to pay all due bills . Carried.
