Town of Springfield <br /> DANE COUNTY, WISCONSIN <br /> Springfield Planning Committee <br /> Springfield Town Hall <br /> Tues. , November 19, 1991 at 8:30 P.M. <br /> The meeting was called to order by M. Nolen, Chairman at 8:30 P.M. <br /> Minutes were read and approved on a motion by Endres/Derengowski. <br /> M. Nolen reported as to the progress of the updating of the land use plan. <br /> Drafts are available for checking out at the Town Hall. Contact the Clerk. <br /> Everyone was encouraged to attend the public hearing scheduled for Dec. 4, 1S <br /> at 7:30 P.M. at the Town Hall . <br /> Dave Benish, a representative for Black Hawk Council of Girl Scouts <br /> requested a rezone of Council property (Camp Brandenburg) in Section 6 <br /> from A-1 Exclusive to RE-1 . Current zoning does not comply with use. <br /> The land is currently exempt, so the tax base would not be affected. <br /> A lengthy discussion followed. The planning committee was concerned should <br /> a future sale be made, RE-1 could accomodate many other uses. Mr. Benish <br /> assured the P.C. that a sale was not at all in the future. The public <br /> present recommended that a conditional use be attached to the zoning to <br /> further assure that should a sale become reality the new owner would have <br /> to again approach the Board before "use" could be changed. It was <br /> also noted that as it stands now A-1 does not accurately fit the property <br /> either, as it has not been farmed in 40+ years . <br /> A motion was made by D. Endres to rezone the 178 acres from A-1 to <br /> RE-1 with a conditional use permit attached for use as a Girl Scout camp; <br /> with any future owner being subject to the same restrictions. <br /> Second D. Derengowski. Motion carried. <br /> Martin Thesfeld, 7694 Schneider Rd. , requested a zone change for 11 acres <br /> in Section 31 from A-1 to Residential . Due to his age and his wifes ' health <br /> care he now finds it necessary financially to sell. Discussion followed. <br /> The planning committee noted that the parcel does fit the suggested land <br /> use plan due to the fact that it is adjacent to an already existing sub- <br /> division. However, it was agreed that more detailed plans in regards <br /> to development (traffic pattern, lot size, etc. ) were needed. No decision <br /> could be obtained at the present time. Wm. Meinholz expressed concern <br /> over more housing in an area where he already finds it difficult to eliminate <br /> farming waste. It was recommended that Mr. Thesfeld take into account <br /> comments heard both positive and negative and obtain professional help <br /> in developing a plan for the parcel in question. Decision deferred until <br /> a later date when a detailed plan is submitted. <br /> Vern Acker, a realtor representing Larry & Karen Meinholz, 6771 CTH K <br /> in Section 26 inquired as to the feasibility of creating and rezoning <br /> a new 5 acre parcel off an existing 40 acre A-1 parcel. The 5 acre parcel <br /> would include the buildings and be zoned residential. Discussion followed. <br /> Concerns were expressed over access from Hwy. K to the remaining 35. The <br /> 35 acres would be a non-buildable parcel. The planning committee suggested <br /> that it would be more suitable to sell the parcel with its ' current zoning. <br /> It was decided that beginning in January of 1992 the planning committee <br /> meetings would be held the first Tues. of the month. <br /> Sherri En <br /> Motion to adjourn at 9:30 P.M.
