Filing fee. <br /> 4. a. Proposed use of the property is for Girl Scout programming, which is a <br /> creative educational experience in group activities to promote the <br /> physical , mental , and spiritual well being of every girl and leader. <br /> b. The time schedule for development is for the renovation and addition to <br /> the Hilltop site to begin again as soon as proper permits are obtained. <br /> c. The Black Hawk Council of Girl Scouts, Inc. property is suitable for its <br /> proposed use because of its long history of use as a Girl Scout camp. <br /> The proposed renovation and construction will not increase any potential <br /> conflict with agricultural use and is compatible with continued <br /> agricultural use of adjacent lands. The use of an alternative location <br /> would impose an unnecessary hardship on the Black Hawk Council of Girl <br /> Scouts as the subject property is already being used as a Girl Scout <br /> camp, and the construction of the proposed facility on an alternate site <br /> would be unnecessarily expensive. It is not anticipated that any lands <br /> will be removed from agricultural use due to the proposed construction <br /> and renovation. It is not anticipated that any greater need for public <br /> services will be created by the proposed use and that current public <br /> services are adequate. It is not anticipated that the proposed use will <br /> have any negative effect on water or air pollution, soil erosion, and <br /> rare or irreplaceable natural resources, and it is anticipated that the <br /> proposed use by the Black Hawk Council of Girl Scouts will have the <br /> positive effect of protecting and conserving the site. <br /> 5.
