<br /> Purpose:Under general direction,this position tests and implements applications, maintains existing programs and
<br /> applications,and makes changes as requested by user departments.Analytical duties include meeting with user
<br /> departments to identify requirements and technical specifications. Programming duties include the design of user
<br /> interfaces,database files,and reports from databases.This position also preforms related work as required.
<br /> Function:Follow software development life cycle methodologies and practices; build and debug software components using
<br /> a variety of programming languages, professional tools,and integrated development environments; Develop
<br /> scripts to execute software components in batch mode; Document applications for various audiences, including
<br /> other IS developers, operations staff,data and network administrators, application users,and application trainers;
<br /> Troubleshoot, identify, and resolve production and development application problems. Patch applications when
<br /> necessary;Create and/or modify software and application designs to improve performance,security, and
<br /> reliability of applications when in use; Study the impact of proposed business changes on the business area
<br /> applications; Recommend data and database changes; Provide general help on the use of computing services,
<br /> tools, and applications;Analyze technical strengths and weaknesses of applications that are in use; Identify,
<br /> analyze,organize, and document application technical requirements; Incorporate information security policies,
<br /> principles,and practices in application requirements; Create roadmaps, models, and other documentation to
<br /> demonstrate the course of application development; Develop software test plans and conduct software tests from
<br /> components to entire systems; Design software components and develop application prototypes; Design user
<br /> interfaces for applications,where necessary; Ensure the Installation of software;Consult with other agencies on
<br /> integration requirements; Serve as backup to MIS Team Leader position as needed;Work with customers to
<br /> assess the scope and objectives, return on investment(ROI), risk, and budget for Information Systems(IS)
<br /> application efforts;provide requirements for the selection of useful development tools; Determine application
<br /> feasibility from technical perspectives; Develop and evaluate application alternatives that solve the needs of the
<br /> business area or agency;Assist with the definition of requirements and the preparation of bid documents for the
<br /> acquisition of applications or application development services(e.g.contract programmers). Assist with the
<br /> evaluation of responses;Assist in estimating the costs of application-related work on IS projects; Report on the
<br /> status of application projects to customer departments and supervisors;Analyze technical strengths and
<br /> weaknesses of applications that are those under consideration for purchase; Study,develop, recommend,and
<br /> support application development tools, standards, policies and procedures,and methodologies; Facilitate
<br /> application requirements gathering sessions; Interface with managers and management teams presenting
<br /> information about new or changed applications, potential new business opportunities in technical advances, and
<br /> impacts on business rules;assist with training on agency applications for business area experts and program
<br /> area liaisons, helping the business side understand applications and set training priorities; Develop one-time and
<br /> reusable applications to report and summarize application data; Develop data extracts to populate other data
<br /> sources; Develop data extracts and data conversion routines to transmit data to outside parties and other
<br /> application systems; Produce a variety of reports such as management summaries and comprehensive and
<br /> detailed project plans;Assist departments in analyzing and completing specifications for a multitude of reports
<br /> and data requested by other agencies such as the State of Wisconsin.
<br /> Prerequisites:Education and Experience:An Associate's Degree in system analysis, computer science or related field and at
<br /> least three years of experience in analyzing,designing, developing,and implementing client server applications.
<br /> Qualified candidates will have experience working with SQL database applications, Crystal Reports, PERL,and
<br /> Microsoft Access 2010.Qualified candidates must have a strong knowledge of Windows and Linux Operating
<br /> systems and experience working with Microsoft Visual Studio.
<br /> Preferred candidates will have a familiarity with law enforcement and knowledge of public sector procurement
<br /> processes.
<br /> Ability to sit in front of a computer screen for long periods and hear and see within normal ranges with/without
<br /> adaptive equipment.
<br /> Compensation:$33.50 with further increases to$43.25 per hour, plus excellent benefits including fully paid health and dental
<br /> insurance premiums for full time employees,along with contributions towards retirement, and short/long term
<br /> disability.Additional benefits available include long term care,vision coverage,flex spending account and
<br /> deferred compensation programs paid in full by the employee.
<br /> Environment:Standard Information Management office environment with one or two computers on the desk.
