February 6, 1990 <br /> Dane County Land Regulation & Records <br /> Room 116, City-County Building <br /> Madison, Wisconsin 53709 <br /> RE: Certified Survey No. 3818 <br /> Tax Pcl #0611-202-8170-0 <br /> Gentlemen: <br /> This is to apply for a conditional use permit on the above <br /> property. A copy of the Certified Survey Map is attached. <br /> The 2 . 92 acre parcel is currently zoned 'B-1 ' . I would like a <br /> conditional use permit on the entire tract to build a single <br /> family residence, part of which would serve as an office for <br /> my real estate appraisal business. <br /> Construction would begin this spring and be completed by <br /> August 1. My former home was sold 8/1/88, so 8/1/90 is the <br /> last date I can reinvest in another home without incurring a <br /> substantial tax liability. <br /> Residential use would be consistent with existing land uses. <br /> For example, a new home built on the Henry Stiklestad property <br /> less than two years ago and at least three other newer homes <br /> within 1/2 mile of my site have not been in conflict with <br /> nearby recreational and agricultural uses. Perc tests on my <br /> site were good on two previous occasions, so suitable soils <br /> for a private septic system are not a problem. <br /> As I see it, there are at least two good reasons for the <br /> County to grant a conditional use permit. First, combining <br /> residential and office use will minimize potential law <br /> enforcement problems because the property will not be left <br /> unattended during off business hours as it would with a strict <br /> commercial use. Secondly, new construction will obviously <br /> contribute to the tax base. <br /> The site is presently unimproved. The proposed home will be <br /> located about midway between the front and back lot lines, but <br /> the exact location will depend on soil tests and a final <br />
