This
request was submitted by you after consultation with John Hogan, Hogan Septic. In the current
situation, you report the following:
1. This is a seasonal (May 1- Oct. 15) barn business mainly used for weddings/corporate
events on a part time basis only. Bathrooms will not be located within the barn itself.
They will be constructed just outside of the barn under an adjacent shed roof with a
raised concrete pad.
2. Waste water flow will be minimal due to seasonal business use only for handling toilet
and hand wash waste. It is estimated to produce approximately 500 gallons per week
according to John Hogan.
3. Area for bathrooms would be on a current elevated cement slab adjacent to the barn.
The area for the holding tank is a vertical drop to a lower area (grass) just beyond the
raised cement slab. Both a plumber and a septic specialist have been on site to
evaluate the area already.
While DCO 46.06(5) limits the use of holding tanks, DCO 46.17 provides for exceptions when it
is determined that the requirement would impose undue hardship on the owner. The current
request for variance lists the following reasons that installation of a septic system other than a
holding tank would impose undue hardship.
• Septic expert states a traditional septic system will not work properly if used only once or
twice per week. This condition is expected given the minimal water usage previously
reported .
• It would also be an extreme financial hardship to attempt to install a mound system for a
seasonal business due to the short months we are in business - revenue is limited.
Bathrooms would only be used May- mid October.
After review of the property owners appeal, Public Health Madison and Dane County agrees to
grant a variance to DCO 46.06(5) in this situation under the following conditions:
• The property continues to be used as a seasonal business operating May 1 — October
31.
• Waste water volume does not change from the expected volume of approximately 500
gallons a week.
