• <br /> C <br /> Pleasant Springs Sanitary District No. 1 <br /> 2354 County Highway N <br /> Stoughton,Wisconsin 53589 <br /> (608)873-3063 <br /> Curt Hornback, Chairman <br /> Lance Quale, Secretary <br /> Gene Ester,Treasurer <br /> Letter of Transmittal for Conditional Use Permit <br /> a. in December, 1988, the Pleasant Springs Sanitary District #1 was formed by <br /> the Pleasant Springs Town Board in response to an order from the D.N.R. that a <br /> sewer be built around the eastern half of Lake Kegonsa. Construction is <br /> scheduled to begin in late spring, 1990, with completion/start-up scheduled for <br /> spring, 1991. <br /> As part of the project, the district has determined that it will need a <br /> service/administration building, which it is proposing to put on the site under <br /> ,consideration. The building will contain an administration section, which will <br /> include office space and a meeting room, and a service section, including a <br /> garage, storage space and a telemetry area. <br /> The office space vill be used for district business, such as record <br /> keeping and bill-paying. The meeting room will be used for district meetings, <br /> and will also be available to the town and community groups for meetings. <br /> The garage and storage areas will be used by the district maintenance <br /> person, who will be responsible for servicing and maintaining the sewer system, <br /> as well as handling emergencies. The telemetry area will house the pumps <br /> meters and other special equipment needed to monitor the system. <br /> In addition, there will be a pump station located at the northeast corner <br /> of the site. <br /> The district anticipates that the staff using the building would be a part- <br /> time secretary/bookkeeper and a part-time maintenance man. <br /> b. The building is scheduled to be constructed in summer, 1990, with <br /> connection of the sewer lines and meters, etc. in spring, 1991. <br /> c. The sanitary district recently purchased this parcel from the Pleasant <br /> Springs Town Board, which agrees with the district that the proposed building <br /> will put to good use an otherwise unusable piece of land. The property is too <br /> low and small and isolated for farming. In fact, it will require some fill for <br /> our purposes, but the sewer construction will produce a large amount of fill <br /> which we will have to dispose of anyway. <br /> The site is almost at the exact midpoint of the district, providing good <br /> access for all district residents and quick response time for the maintenance <br /> person in case of problems. <br /> All the other currently available building sites in the district are <br /> lakeside or near-lake properties, which are prime residential sites, <br /> particularly now that sewer service will be available. The district did not <br /> want to take such sites out of circulation, and the cost would have been <br /> prohibitively high to acquire such a site. The other option would have been to <br /> purchase or condemn a site in the fields adjacent to the district, but again, <br /> the district would not want to remove good farmland from production. <br /> The Town Board sold us this land for the purpose of the building, and both <br /> the town planning/zoning committee and the town board have voted unanimously <br /> to support this application. <br />
