Page 4 of 6 <br /> I am aware of this site and I have a significant concern with Dane County using a wetland delineation that was conducted in <br /> the middle of winter with snow cover. The 1987 COE wetland delineation manual, which is the document used by both <br /> COE and DNR in finding wetland boundaries, is very clear that delineations should be done during the growing season. A <br /> delineation done in winter will not capture hydrology, can miss plants, and with snow cover you could certainly miss hydric <br /> soils. The Department's policy is clear on this. If this project will require a NR216 permit or some type of chapter 30 permit <br /> we will insist the delineation be looked at again in spring before approvals would be issued. I recommend very strongly that <br /> this property not be granted any zoning permits until we know for sure where the wetland line is, which won't be able to be <br /> fully looked at until the spring. Otherwise, the developer is proceeding at his/her own risk. <br /> I don't have a copy of the delineation, so if you can provide one to me that would be most helpful. Our office recieved a wetland delineation report <br /> dated December 24, 2008 conducted by Jim Knowles. The report delineates a wetland boundrary similar to that <br /> found on the 2006 DNR Wetland Inventory, however moves the entire boundary closer to the bulk of the wetlands. <br /> Roger Lane, Zoning Administrator, has accepted that the report defines the exact location of the boundary, and has <br /> no discrepancy between the DNR inventory--so the line delineated in this report has been approved for use to issue <br /> zoning permits on this property. <br /> Since you had been contacted previously about this project I would like to make this report available to you if you <br /> have any interest in following the development.
