Classic Custom Homes Holland Fields <br /> May 7,2009 Town of Windsor,Dane County, WI <br /> Page 3 NRC Project#009-0053-01 <br /> NRCS Hydric Soil List for Dane County,while the Virgil series is identified as containing possible hydric <br /> inclusions. The soils observed within the wetland generally consisted of hydric inclusions within the <br /> Virgil series. Field indicators of hydric soil identified consisted of NRCS field Indicators Al2—Thick <br /> Dark Surface. Therefore,the hydric soil criterion was satisfied. <br /> Wetland Boundary <br /> The wetland boundary was determined based on distinct differences in vegetation,hydrology, soils and <br /> topography consisting of the following: 1)Transition from a wet meadow and shrub-carr wetland <br /> community dominated by reed canary grass and sandbar willow to an old-field upland community <br /> dominated by Kentucky blue grass and Canada goldenrod); 2)Transition from saturated soils within the <br /> wetland to lack of wetland hydrology indicators within the adjacent upland;and 3)Transition from poorly <br /> drained hydric soils to somewhat poorly drained non-hydric soils. The transition from wetland to upland <br /> characteristics generally correlated with a well-defined topographic break. <br /> Other Environmental Considerations <br /> This report is limited to the identification of state and/or federally regulated wetlands within the Property. <br /> However,there may be other regulated environmental features within the Property, including but not <br /> limited to,historical or archeological features,endangered or threatened species, navigable waters and/or <br /> floodplains,etc. Federal, state, and local units of government and regional planning organizations may <br /> have regulatory authority to control or restrict land uses within or in close proximity to these features. <br /> NRC can assist with identification and/or assessment of additional regulated resources at your request,to <br /> the extent that the work is within our range of expertise. <br /> CONCLUSION <br /> NRC completed a wetland determination and delineation of Lot 11,Holland Fields Plat on behalf of <br /> Classic Custom Homes. The Property is located in Section 20,Township 9 North,Range 10 East, Town <br /> of Windsor,Dane County, Wisconsin. The purpose and objective of the wetland determination and <br /> delineation was to re-evaluate the wetland boundary determination completed by J.D. Knowles and <br /> Associates in December 2008. NRC determined the wetland boundary to lie within the same location and <br /> extent as J.D. Knowles. Therefore,no boundary adjustments were made. <br /> The lead field delineator and report author(Jeff Kraemer)is assured through the Wisconsin Department <br /> of Natural Resources-Wetland Delineation Professional Assurance Program. The goal of this program is <br /> to provide a high level of certainty about wetland boundaries for project planning,and save time in state <br /> review of wetland boundaries,while enhancing protection for Wisconsin's wetlands through more <br /> accurate identification of wetland boundaries overall. Therefore, concurrence from the WDNR would not <br /> be required for purposes of waterway and wetland permit applications and/or other state-mandated local <br /> wetland programs. However, assurance does not change the need for or decisions about wetland fill <br /> permits from the appropriate regulatory agencies. Wetland delineations conducted by an assured <br /> delineator does not eliminate the need to obtain concurrence and jurisdiction determinations from the <br /> USACE. <br /> The USACE has regulatory authority over waters of the U.S. including adjacent wetlands,and the WDNR <br /> has regulatory authority over wetlands,navigable waters, and adjacent lands under Chapter 30 Wisconsin <br /> State Statutes,Act 6,and NR 103 Wisconsin Administrative Code. Local jurisdictions may have <br /> additional regulatory authority through shoreland or wetland zoning ordinances. <br /> Regulatory and Scientific Expertise — Wetlands, Soils, Ecology, Restoration <br />
