Town Board Members
July 12 , 1990
Town of Blue Mounds
Blue Mounds , WI
Dear Sirs ,
We wish to express our dissatisfaction with the handling of the
recent rezoning situation near the intersection of County E and
West Blue Mounds Rd. Neither of us were aware Town meetings were
held to discuss this issue and were not aware rezoning was being
sought for the parcel in question until notification by the Dane
County Zoning Department regarding a public hearing on the issue .
We both attended the Committee meeting to point out that fact and
to oppose the petition for rezoning. In fact, one of us (TJR) had
no knowledge the rezoning was being sought for a corm..rr.iAl
business . The notification from the county indicated Tom Sutter was
the petitioner. Knowing he did not operate a commercial business
aside from farming led me (TJR) to assume there was some mistake
over the need for the commercial designation.
Both of us are property owners near the proposed rezoning and,
although the Board may have advertized in a local paper, believe
the Board should have made a greater effort to inform nearby
property owners of such an important issue . We wish to go on record
as opposing the conversion of Al property to Commercial in an
entirely agricultural and residential environment . Other neighbors
in the area are likewise concerned about commercial development at
this site . specifically our concerns are as follows :
1 ) The purpose of zoning is to ensure planned, methodical
development of consistent types . Commercial development in a
strict agriculture area is deplorable and not compatible with
the agricultural environment . The commercial zoning
designation does not limit the use of the land to that
proposed by the construction firm. Permitting commercial
rezoning with restrictions is not the appropriate way to deal
with this issue .
2 ) Allowing rezoning sets a dangerous precedent for continued
commercial development . Our area has an abundance of non-
tilled, rocky areas that could be used as justification for
conversion if this rezoning is permitted.
3 ) Environment hazards have not been adequately addressed. The
proposed site would have runoff directed downhill into the
creek along the bottom of the valley across from County E .
Aside from surface water contamination, homesites in our area
are on wells .
4 ) The road system in this area is not designed for consistent
use by heavy construction equipment and vehicles . Use of the
roads would also lead to increased traffic and noise .
