Additional information for ASN 2016-AGL-3304-OE <br /> AERONAUTICAL STUDY NO. 2016-AGL-3304-OE <br /> MSL -Mean Sea Level IFR-Instrument Flight Rules RWY --runway <br /> AGL - Above Ground Level VFR- Visual Flight Rules nm-nautical mile <br /> MDA- Minimum Descent Altitude <br /> Part 77 - Title 14 Code of Federal Regulations Part 77, Safe, Efficient Use and Preservation of the Navigable <br /> Airspace <br /> This temporary crane at 240 feet AGL/1095 feet AMSL has been identified as an obstruction under the <br /> standards of Title 14, CFR Part 77, as applied to Dane County Regional-Truax Field(MSN) in Madison, WI. <br /> The temporary crane would be located approximately 14,364 feet(2.36 nm) south of the existing RWY 36 <br /> threshold at the MSN Airport. This crane will be used for the State Department of Administration Project <br /> #09H2L. MSN elevation is 886 feet MSL. <br /> Scheduled time of operation: This crane will be on site approximately 18 months. <br /> The temporary crane has the following effects on IFR operations at MSN: <br /> Section 77.17(a)(3): A height that increases a minimum instrument flight altitude within a terminal area <br /> (TERPS criteria) the structure would have the following IFR impact: <br /> HI-TACAN RWY 36 increase S-36 MDA by 80 feet from 1320 feet MSL to 1400 feet MSL. <br /> A National Flight Data Center(NFDC)Notice to Airmen(NOTAM) is required to modify the MSN instrument <br /> procedures for the entire duration of this crane activity. <br /> METHODS OF NOTIFICATION -It is required that the FAA by notified 3 business days prior to the <br /> temporary structure being erected and again when the structure is removed from the site. Notification should <br /> be made to this office through your registered e-filing account. Notification is necessary so that aeronautical <br /> procedures can be temporarily modified to accommodate the structure. <br /> NOTIFICATION IS REQUIRED AGAIN THROUGH YOUR REGISTERED E-FILING ACCOUNT <br /> WHEN THE TEMPORARY STRUCTURE IS REMOVED FROM THE SITE FOR NOTICE TO AIRMAN <br /> (NOTAM) CANCELLATION. <br /> The temporary crane does not constitute a substantial adverse effect because the structure would be temporary. <br /> The crane would not be a hazard to air navigation provided these additional conditions identified below are <br /> strictly met: <br /> 1) This temporary crane shall be marked with red light and flag. Red light must conform to chapter 5,red <br /> obstruction light system, (L-810 or equivalent and minimum 32.5 candelas) and flag must conform to chapter <br /> 3, marking guidelines, in accordance with FAA's advisory circular 70/7460-1L, Obstruction marking and <br /> Lighting.
