Executive Summary <br /> This rezoning application narrative describes the proposed use of 22 acres located <br /> within the 214 acres currently owned by Jim and Marlene Ludolph situated in the town of <br /> Vermont, WI with an address of 4710 Cedar Hill Lane Black Earth, WI (the "Property"). <br /> Cedar Hill Forestry LLC is endeavoring to purchase the Property in order to continue all <br /> existing uses and add a high technology use to the community and surrounding <br /> environment. The proposed new use is an experimental laboratory for the design, <br /> development and qualification of green propulsion space engines through static firing, <br /> data collection and iterative analysis. Such laboratory space would be leased from Cedar <br /> Hill Forestry and operated by Wisconsin's only green propulsion provider, Orbital <br /> Technologies Corporation (ORBITEC). <br /> The laboratory space or "Test Campus" comprises two experimental laboratories <br /> (Reference Exhibit D) capable of supporting the development, qualification, and <br /> acceptance testing of rocket propulsion combustion devices, components, and integrated <br /> systems. In addition to the experimental laboratories, the campus includes a remote <br /> control site, assembly area and workshop, bulk compressed gas storage sites, bulk liquid <br /> propellant storage sites, a redundant safety exhaust system, and a process water <br /> storage, distribution, and collection system. (Reference Exhibit A) <br /> The Property is currently zoned Ag-1 (EX). This application seeks to rezone 22 <br /> acres to Commercial 1. The aggregate footprint of all proposed laboratory structures <br /> amounts to approximately one acre but due to rezoning and mapping efficiencies, Orbital <br /> Technologies Corp has been instructed by Dane County Zoning Administration to request <br /> Page 2 of 18 <br />
