This proposed division is in an agricultural <br /> preservation area In the Town of Cross Plains where the policies for <br /> non—farm development are: <br /> Lands in the agricultural district should not be rezoned <br /> for non—farm residential development at an overall <br /> density of greater than one dwelling per 35 acres owned <br /> as of the date of adoption of this plan. Any land <br /> considered for rezoning shall meet all the following <br /> criteria. It should be: <br /> a. Land where there has not been a history of <br /> economically viable farming activities. <br /> b. Land which is too small to be economically used <br /> for agricultural purposes or which are <br /> inaccessible to the farm machinery needed to <br /> produce and harvest agricultural products. <br /> c. Land located such that there would be no <br /> possible conflict with the surrounding <br /> agricultural uses. <br /> d. Land which assessor has classified as non— <br /> workable land. <br /> e. Land which will allow construction of a road or <br /> driveway suitable for emergency vehicle travel <br /> and safe access onto existing roadways. <br /> Compliance with the Town Driveway Ordinance will <br /> be required. Every effort will be made to avoid <br /> having roads or driveways cross agricultural <br /> land to reach proposed non—farm development . <br /> f. Land which does not disturb or destroy any <br /> important natural features such as: significant <br /> woodland areas, floo'dplains, wetlands, steep <br /> slopes, etc. <br /> Comments: <br /> a. Most of this land is currently cropped with corn and hay, except <br /> for existing buildings. <br /> b. A portion of this area near the intersection of KP and Garfoot <br /> Road Is separated by Garfoot Creek. However , there is a crop of <br /> corn growing there now. <br /> c. There are existing farm houses on the proposed A-1 parcel and R-1 <br /> parcel with the farm buildings to the south. The proposed RH-3 <br /> and RH-4 parcels are very near the existing farm buildings and <br /> could cause future use conflicts as non—farm houses. <br /> d. This land is very workable for farming and Is currently growing <br /> corn and hay. The soils are all classified as prime by USDA <br /> criteria, or 100% of all the soils are either Class I or II . <br /> e. This Is the relatively flat valley of the Black Earth Creek. <br /> Therefore, slope of driveways is not an Issue . <br /> f. The Garfoot Creek flows through the site, but should be protected <br /> by shoreland zoning provisions. <br /> Generally, the A-2 parcel and the R-1 (Retirement) parcel could be <br /> justified. However , the two large (RH-3 and RH-4) parcels in very <br /> productive farmland clearly conflict with plan policies. <br />
