Smiley, Director of Community and Regional Development Planning DATE: October 23, 1990 RE: Petition 4880 - Town of Deerfield We have talked to the Wisconsin Department of Transportation District Design • Chief who Indicates the discussion of the Highway 73-Simonson Lane intersection has been discussed since early 1986. They are now in the process of preparing specifications for contracts and have chosen the alternative of leaving the access to Simonson Lane in place. While the access is steep (10- 12%) , he says It meets safety standards for town roads. It would seem that If Simonson Lane could continue Its function of serving the two houses for a few years, it would give the village time to complete the necessary public works priorities. This would allow this area to urbanize from north to south, extending streets and utilities from the existing village infrastructure. To proceed with unsewered development would mean urbanization from south to north at a much lower density. Unless It Is very carefully designed, it would be very difficult and expensive to provide urban services In the future. Once new houses are built on unsewered lots, new homeowners are very opposed to the costs of urban services after they have Invested in individual systems. The proposed unsewered development may provide a short-term solution for Simonson Lane, but it may be causing many longer term problems. That is why there is a policy against approval of unsewered development in urban service areas.
