Smiley, Director of Community <br /> and Regional Development Planning <br /> DATE: October 23, 1990 <br /> RE: Petition 4880 - Town of Deerfield <br /> We have talked to the Wisconsin Department of Transportation District Design <br />• <br /> Chief who Indicates the discussion of the Highway 73-Simonson Lane <br /> intersection has been discussed since early 1986. They are now in the process <br /> of preparing specifications for contracts and have chosen the alternative of <br /> leaving the access to Simonson Lane in place. While the access is steep (10- <br /> 12%) , he says It meets safety standards for town roads. <br /> It would seem that If Simonson Lane could continue Its function of serving the <br /> two houses for a few years, it would give the village time to complete the <br /> necessary public works priorities. This would allow this area to urbanize <br /> from north to south, extending streets and utilities from the existing village <br /> infrastructure. <br /> To proceed with unsewered development would mean urbanization from south to <br /> north at a much lower density. Unless It Is very carefully designed, it would <br /> be very difficult and expensive to provide urban services In the future. Once <br /> new houses are built on unsewered lots, new homeowners are very opposed to the <br /> costs of urban services after they have Invested in individual systems. <br /> The proposed unsewered development may provide a short-term solution for <br /> Simonson Lane, but it may be causing many longer term problems.
