TOWN_QF_VERQNA PLAN QQNNINIQN_MEETINQ <br /> Thursday, September 27, 1990 <br /> Meeting called to order at 7:40 p.m. Commission members present: <br /> Bitzer, Behnke, Maurer, Peterson, Williamson. Absent: De! and Miller. <br /> Others present: Mr. and Mrs. Robert Davis, Mr. and Mrs. i Wesner, <br /> Rose I . Martin, James Rawson, Roy Skolaski , M.Pelliteri , Ica and Lee <br /> Stilwell , and Donald Marty. <br /> 1 . DANE COUNTY ZONING PETITION t4892 and Conditional Use Permit #880. <br /> Submitted by Rose I .Martin, egc , for County of Dane. Location: NW of <br /> 1968 C.Tri PB. rurpose: rezone 160 acres from A-1 Excl . to A-2 district <br /> to allow use for horse boarding stable end riding events. Ms. Martin, <br /> representing the Hoofers Club (a 100-member U.W.Memorial Union riding <br /> club now located in T.Middleton), said that the club boards 43 horses <br /> for members end owns 6 or 7 more. Maximum attendance at club events is <br /> 150 riders (500-600 entries) and 300-350 viewers. The club plans to <br /> build an 80 x 220' arena, en 80. x 140' barn, a 2 or 3 bedroom house, end <br /> a 70 x 120 ' machine shed. Questions and issues raised by residents and <br /> commission members included +.he following: ( 1 ) Is the property <br /> appropriate for horses?--laLi is roe and eroded, and upper portion is <br /> very steep. (2) If Dane County lease to the club, how can adjacent <br /> owners ensure that fencing requirements are met?--Mr.Davis, whose <br /> farmland adjoins the site, pointed out that the county hasn't been <br /> willing to install a legal fence in the past. (3) Access to the <br /> property is through a private drive, not a public road. (4) The access <br /> point from PB is unsafe now; without a turn lane, it will be very <br /> dangerous for club members and public. (5) The proposed Ice Age Trail <br /> goes through this property--can a boarding stable and a public hiking <br /> trail be eccomodeted safely on same site? Conclusion of the commission <br /> was that a rezoning decision at this time would be premature. Motion <br /> (Williamson) , second (Peterson) , to table Petition 4892 end recommend <br /> that the town board request that Dane County hold this petition in <br /> abeyance pending submittal of a satisfactory site plan and other <br /> information not currently available to the town. Motion carried. <br /> 2. DANE COUNTY ZONING PETITION #4893. Submitted by James Rawson, agent <br /> for Sisk Inc. Location: 2265 Sugar River Rd. , E 1/2 SW 1/4, T.Verona. <br /> Purpose: rezone to rural homes district 44 acres of the 580-acre Sisk <br /> farm to allow creation of a 2-acre parcel containing tenant farmhouse, <br /> and larger parcels for new residences. Rawson stated that in the <br /> proposed RH-4 area, his clients now wish to rezone only the south 19 <br /> acres to RH-4 for new residential site, leaving the north 16 acres to be <br /> sold with the Sisk residence parcel [no rezone required because it is <br /> more than 40 acres] . A 6-acre parcel directly west of the tenant <br /> farmhouse would be rezoned to RH-2 for a residential site. Rawson <br /> :toted that all of the proposed parcels would have private deed <br /> restrictions prohibiting further lend divisions for 20 yrs. Motion <br /> (Peterson) , second (Behnke) to recommend that the Town Board support <br /> proposed rezoning to RH-1 and RH-2 of two parcels along Sugar River R. <br /> end rezoning to RH-4 of 19-acres located on th W side of Sugar River <br /> Rd. at Valley Rd. intersection.
