r • <br /> DANE COUNTY <br /> 4 <br /> Zoning and Natural Resources Committee <br /> REVISED RPC ST;-.=F COMMENTS Dec. 1990, Jan . 199; <br /> Petition 4928. This is a large trucking business with the Wisconsin <br /> River wetland and floodplain to the west , a few low-density houses to <br /> the north and south, and a major unsewered subdivision to the east , <br /> which is mostly developed with single family homes. The request is to <br /> rezcne the wetlands westerly to the railroad tracks and fill it for <br /> truck parking. <br /> The adopted policy of Dane County and the Town of Mazomanie for such an <br /> area is: "Floodplains and wetlands as delineated on the plan map and <br /> water resources map will be protected from encroachment by development <br /> or filling. " The way to protect this area Is to maintain the zoning as <br /> it now stands . <br /> The :rucking business was established at this site in 1969 as permitted <br /> by :'-:e C-2 commercial zoning . In 1981 , Dane County adopted wetland <br /> overlay zoning which placed limits on further filling and development of <br /> this site. <br /> The site (shaded area on the map) Is relatively flat with most of the <br /> undeveloped area in the floodplain of the Wisconsin River . The river <br /> itself is approximately 2000 feet to the west of the railroad tracks. <br /> The area between the river and the site is all wetland and floodplain . <br /> The residential subdivisions to the east are on steeper slopes with <br /> drainage to the northwest toward the river . <br /> The wetland area remaining on the site is classified as S3K -- broad- <br /> leaved deciduous shrub/scrub wetland with wet soils -- and is part of a <br /> more or less continuous wetland/woods corridor east of the railroad <br /> track. Existing filling and development on the site have partially <br /> interrupted the continuity of this wetland compiexicorridor , and appears <br /> to have adversely impacted the wetland and surface drainage in the <br /> immediate vicinity. There is clearly defined surface drainage from the <br /> site crossing the railroad to a-drainage ditch- running westerly to the <br /> • Wisconsin Rlver. wetlands and old channels/meanders in the Mazomanie <br /> Wildlife Area . <br /> It appears that past filling and development have had significant <br /> adverse impacts on the site wetland and surface drainage from the site <br /> and have interrupted the continuity of the wetland/woods corridor . <br /> complex east of the railroad (this is probably significant from a <br /> wiidiife habitat standpoint) . The proposed filling would further <br /> increase these impacts by adversely affecting storm and floodwater <br /> 1 <br /> • <br /> • <br />
