REQUEST FOR CONDITIONAL USE PERMIT <br /> Vennebu, Inc . , a Wisconsin corporation, requests <br /> approval of a conditional use permit to operate a <br /> residential treatment center for women in the Yahara <br /> Center located at 5606 River Road in the Town of Westport , <br /> Dane County. The Yahara Center and the 50 acres on which <br /> it is located is currently zoned as an R-1 Residence <br /> District . Vennebu proposes to operate its program as a <br /> Community Based Residential Facility ( "CBRF" ) , licensed by <br /> the State of Wisconsin, Department of Health and Social <br /> Services . This community living arrangement of nine or <br /> more persons is a conditional use permitted in the R-1 <br /> Residence District . <br /> Vennebu plans to lease the Yahara Center to begin <br /> operations in March, 1991 . The existing facility will <br /> require minor modifications which are scheduled to be <br /> completed in advance of the March starting date. <br /> Vennebu ' s lease arrangement and progress with financing, <br /> licensing and building modifications are all contingent <br /> upon approval of the conditional use permit . <br /> Vennebu' s proposed women specific treatment program is <br /> ideally suited for the Yahara Center in that it is <br /> consistent with the established use of the center and the <br /> needs of the surrounding community. The Yahara Center is <br /> currently being used as a conference center which provides <br /> overnight accommodations and meal services for up to 240 <br /> persons . Vennebu is offering residential rehabilitation <br /> treatment for up to 66 women with variable lengths of <br /> stay; the average stay ranging from 14-28 days . The <br /> treatment atmosphere which is self-contained will consist <br /> of daily therapy sessions and evening lectures . <br /> To fulfill state licensing requirements, Vennebu has <br /> begun to form a community advisory committee. The purpose <br /> is to provide a forum for communication for persons <br /> interested in the facility and to make recommendations <br /> regarding the impact of the facility on the neighborhood. <br /> In light of the controversy surrounding the proposed <br /> development of the adjoining property, the initial <br /> reception of the community to Vennebu ' s program has been <br /> overwhelming favorable. <br />
