This proposal Is for a community living arrangement for <br /> residential treatment (drug and alcohol dependency) of up to 66 women. <br /> The applicant indicates that they Intend to use the existing Yahara <br /> Center building. <br /> The Yahara Center was constructed In 1975 by the Adult Christian <br /> Education Foundation as a headquarters and education center for the <br /> "Bethel Series" Bible study. <br /> At the time of construction (1975) , the R-1 zoning district permitted <br /> churches and schools, colleges and universities conducted not for <br /> profit . The zoning ordinance was amended in October 1976, and such uses <br /> became conditional uses. Therefore, as of October 1976, this building <br /> became a nonconforming use. <br /> The nonconforming use status means that the center Is restricted to its <br /> present physical facility. Use Is also limited to what was in existence <br /> at the time it became nonconforming, namely an adult Christian education <br /> facility. The new use proposed under this petition requires a <br /> conditional use permit. <br /> The existing building has sewer service with a connection directly to <br /> • <br /> the DeForest Interceptor of the Madison Metropolitan Sewerage District. <br /> The existing residential areas to the south and west also have sewer <br /> service. No other urban services exist in the area. <br /> The specific use proposed, a residential treatment center, appears to be <br /> a compatible use. If the conditions follow those requested in the <br /> application, there should be minimal impact : <br /> 1 . Community living arrangement for drug and alcohol <br /> dependency. <br /> 2. A maximum of 66 patients (women only) . <br /> 3. Use of the existing Yahara Center building, with no further <br /> conference use. <br /> 9 <br />
