MINUTES OF THE MEETING OF THE DANE COUNTY Agriculture, Environment & Land Records Committee COMMITTEE HELD ON 12/2/89 The following members were present: Bisgard, Klein, Threinen, Anderson, Blaska, Dahlk, , Cieslewicz. Also: Fleck. Committee met at 9:00 a.m. in City-County Building Garage. Inspection of C.U.P. #747 Keleny/Hodgson. Mineral extraction site was made at 9:30 a.m. The Committee returned to the City-County Building, Room 2E to discuss the matter. The meeting was called to order by Shary Bisgard 10:30 a.m. - Room 2E. John Keleny and his son James and several area residents were present and were allowed to answer questions and input concerns. The concensus of the Committee was that the permit should be affirmed. Discussion was limited to the concerns expressed by the area residents and how to best regulate the use to reasonably alleviate their concerns. ® Blaska/Klein recommend that the conditions of the C.U.P. be amended by the County Board as follows: • Condition #1 amend by adding "the black dirt to be removed may not be stockpiled on site. Borrow areas for the purpose of obtaining back-fill are not included in the 1/2 acre limitation. Only one borrow area may be utilized at one time." Condition #3 Delete and recreate to read. "All back-fill materials shall be obtained on site. No back-fill materials may be hauled in from other sources." Condition #7 Delete reference to Russ Hodgson' s driveway and replace with "the NW access to the property." Condition #8 Delete - This is not a condition but an observation. Condition #9 Delete - No longer required as fill material cannot be hauled into the site. Condition #12 - Amend by adding "no materials or top-soil may be stockpiled in areas of potential concentrated surface water flows. A grassed waterway shall be constructed at the time of final reclamation of the site to handle storm flows from the culverts under Sugar Maple Lane and Valley View Road. Condition #13 - Amend by adding "all work on this site shall be approved by the County Conservationist." Condition #14 - Delete and recreate to read "removal of black dirt and reclamation of the site shall be accomplished within 7 years."
