DANE COUNTY 57 Fairgrounds Drive
LAND CONSERVATION Madison, WI 53713
COMMITTEE PH: 608-266-4270
November 30, 1989
TO: Shary Bisgard, Chairman
Ag, Env. & Land Records
FROM: Kevin Connors
County Conservationist
RE: JAMES KELENY - MINERAL EXTRACTION C.U.P #747
The area that is proposed to have the topsoil removed has the soil type
called Troxel silt loam. This soil series consists of deep, gently
sloping, well drained and moderately well drained soils in draws and in
drainageways. This area is subject to concentrated flows of short
duration. The Dane County Soil Survey rates this soil type "good" as
a suitable source for topsoil . The rating system for this use ranges
from "unsuitable" to "good"--meaning soil properties are generally
favorable for the rated use.
Mr. Keleny stopped by the office this past summer to discuss what
activities he could undertake to minimize any effect from his project.
Items that we discussed at that time are included in the conditions
imposed on the permit. We talked about treating this activity as a
construction site. As is listed, we talked about keeping the area
susceptible to erosion at a minimum (condition #1) and replacing the
area to original grade (condition #2) .
After reviewing the site and talking to Mr. Keleny and concerned
neighbors, I have the following additional recommendations.
1 . Construct a grass waterway to handle storm flows from the culverts
beneath Sugar Maple Lane and Valley View Road. This waterway
should be constructed after excavatiing and filling as part of the
overall site reclamation.
2 . Do not stockpile any material in areas of concentrated flows. This
would prevent ponding of water upstream from the culverts. This
would also help to keep sediment from being transported off-site.
3 . Condition #6 indicates that after returning the land to existing
grade, the land will return to farm production. As an interim
measure during the operation of the site and prior to construction
of the grass waterway, all disturbed areas could be seeded and
mulched.
K.
