the timeliness of these improvements and their C -
F r Levan=e -- the
issues we have raised .
Impact on Land Values - It goes without saying that we all work
hard to attain , maintain and improve a certain quality of life .
We have all moved into this area for Our own reasons but one
thing is not unique, the standard and quality of life we have
chosen . We did not establish our futures in this area to be
neighbors to a mineral extraction site. The impact on our
property values is obvious and alarming .
Safety - This issue was presented previously regarding public and
school bus traffic . The safety of our children is also a
concern . Many of us have young children (toddlers to 6 years
old) which enjoy the freedom the area provides . The heavy truck
traffic which would result from this operation poses a real
threat to their safety .
Mr . Keleny stipulates he will only allow truck traffic to access
the property from the west . This raises the enforcement issue
again since, presently , his trucks use all of Valley View Road .
He also stipulates hours of operation between 7 : 00 a .m . and 7 : 00
p. m . Presently, his trucks have been observed operating along
Valley View Road east of Sugar Maple Lane as late as 8 : 30 p.m .
Mr . Hodgson ' s daughter resides in the house on the corner of
Valley View Road and the public road Mr . Keleny proposes to use
to gain access to the property in question. She has two small
children who play in this road and there should
be ccnc.err, for
their safety. There are holes as deep as 15 feet at Mr . Keleny ' s
other sites . The property on Valley View Road is not fenced , and
children could potentially be harmed playing in the area .
Dust Suppression - Mr . Keleny has made several proposals
regarding conditions for issuance of this permit . In an earlier
version , he indicated a layer of mulch would be placed over the
newly replaced topsoil to keep the dust down . His latest
proposal has no mention of this . Add i t1VnailY • it does not
address the dust created in the extraction and sifting process
itself . Approval of the conditional use permit relegates us to
conditions of dust and mud on our homes and roads for the next
five to eight years . Keeping layers of dirt off anything outside
would be impossible ; keeping dirt out of our houses would require
keeping our houses shut up during the duration of Mr . Keleny 's
operation if it is possible at all .
A comment on the statement made at the AR Committee meeting on
September 26 , 1989 which was "we can ' t deny this conditional use
permit just because the neighbors are against it . " Our concerns
are justified and since discussion of conditional use permit #747
on September 26 , 1989 was not made a matter of public record , we
were not present to argue them . It is our understanding the
reason public hearings on these issues are held is to elicit
opinions from all concerned parties .
