Sugar Maple Lane has become an area of residential , <br /> single family homes which includes children that are picked up by <br /> school busses on the corner of Sugar Maple Lane and Valley View <br /> Road . The property in question has two-tenths of a mile, its <br /> longest area , along Sugar Maple Lane . We are concerned about <br /> allowing mineral extraction in this or any residential area . <br /> Soil Conservation Requirements - Many Sugar Maple Lane residents <br /> use part of their land for agriculture , i . e. corn, wheat and/or <br /> livestock . There are stringent requirements imposed by the DNR <br /> regarding soil conservation -and the natural water flow through <br /> this land . While the Ag Committee requested a conservation <br /> expert to examine the site , we find no record of it having been <br /> done . <br /> This land rests at the bottom of the hill and its preservation is <br /> critical. Crop growing on this land requires strip cropping <br /> since it is such a critical erosion area . It appears somewhat <br /> hypocritical to allow the opposite to occur . Soil extraction <br /> without strict conservation requirements and enforcement <br /> procedures has- far reaching implications . If this conditional <br /> use permit is approved , we feel a bond should be posted by Mr . <br /> Keleny regarding the conditions he has proposed which will be <br /> forfeited if violations are discovered . <br /> Safe Access to the Property for Heavy Trucks - Present access to <br /> this property is on Valley View Road just east of the highest <br /> point in the area . This presents a hazard for vehicles traveling <br /> east on Valley View Road since they will not be able to see heavy <br /> trucks attempting to access Valley View Road from the property . <br /> Additionally these town roads have weight restrictions imposed <br /> them which l will be exceeded by these trucks when fully <br /> OI�! tile.%t we feel <br /> loaded . Sugar Maple Lane would not be able to accommodate this <br /> heavy truck traffic and moving access to the property further <br /> down Valley View Road would not be recommended due to school bus <br /> traffic . The latter point , moving access further down Valley <br /> View Road , was discussed by the Town Board and rejected . <br /> Use of a Public Road for Access - We understand Mr . Keleny is <br /> g , <br /> proposing use of the road to Mr . Hodgson ' s home to gain access to <br /> the property in question. According to the certified survey map <br /> completed by David R. Cheney , the right-of-way for this road is <br /> dedicated to the public . Mr . Keleny indicates he will construct <br /> a gate to inhibit unauthorized access to the property during non- <br /> business hours . We fail to see how anyone can be allowed to <br /> inhibit access to a public road . <br /> Land Rejuvenation - While Mr . Keleny has submitted a written plan <br /> for land rejuvenation , there are no procedures established <br /> ensuring enforcement . One has only to look at Mr . Keleny 's <br /> present operation further down Valley View Road to have concerns <br /> over his good intentions . While changes have been made these <br /> last few months to improve his present operation, one questions <br />
