The entire property <br /> totals only 25 acres and is adjacent to residential development. <br /> The property is subject to water runoff, siltation and erosion. The pro- <br /> posed project for residential development will alleviate the existing <br /> problems with the required storm water runoff and erosion control plan. <br /> The majority of the southern part of the property adjacent to the undevel- <br /> oped urban service area is the parcel to be zoned RH-3 to allow only one <br /> residence. <br /> One of the basic reasons for not rezoning previously was to maintain re- <br /> view of any proposed development.
