i <br /> A Proposal for Cooperation between Fiber Farms, Inc. <br /> and <br /> The State of Wisconsin, Dane County and Dane Municipalities <br /> This proposal very simply represents an opportunity for government to <br /> join forces with a private firm in a way that will reduce waste disposal <br /> expenses, provide a valuable feed product to the agricultural industry, and <br /> help initiate a new industry which will create employment and exporting <br /> opportunities for the State of Wisconsin. Indeed, without some <br /> government cooperation, this new industry will not be possible, inasmuch <br /> as the raw materials this industry intends to utilize, namely yard wastes, <br /> can only be economically provided by government. Currently in Dane <br /> County, yard waste tonnage is estimated to be as high as 30,000 to 40,000 <br /> tons per year. Madison alone is estimated to produce over 14,000 tons per <br /> year, and while the land fill crisis has created a new approach for dealing <br /> with these materials, namely composting and public education, it is not at <br /> all obvious that this new way is cost free. Fiber Farms, Inc. can <br /> significantly reduce the cost of composting and in a very expedient <br /> fashion, create an end product that will have economic value to farmers <br /> and Wisconsin's balance of trade. <br /> In theory, it is difficult to understand why we even have to contend with <br /> yard wastes. It seems like a lot of extra work to collect something which <br /> can almost just as easily be returned to the soil, and yet projections by a <br /> Dane County Regional Planning Commission report, (attached) indicate that <br /> the volume of these wastes is likely to increase over the next few years. <br /> Humans do not always act in in a logical manner it seems and so this <br /> problem is left for government to solve.
