Town of Dunn, et al , and Eleanore Bozelka <br /> Dane County Circuit Court Case No. 144-045 <br /> Engineer's Preliminary Report - File No. 1275-145 <br /> The area is on the west side of Lake Kegonsa where approximately 200 acres <br /> of watershed drains into Lake Kegonsa just southerly from Collady Point . <br /> T1,0 draio:.0e area has steep slopes with a rise of avlroxina • l I eet _ <br /> •lip ve the lake in a distance of less than a mile. The mouth of the drainage <br /> area where it reaches the lake is approximately 1500 feet long but most of <br /> the flow occurs over a much shorter length of shoreline. There is very <br /> little water storage area in the drainage shed and the soil is relatively <br /> tight so that surface waters are not readily absorbed. <br /> 1*pSa Much of the drainage area is in fields; many of which are not contoured. <br /> !.1 These cGi fl tions all contribute toward a rapid run-off of surface waters that <br /> 11‘f pick up and carry a substantial amount of silt and brown color. <br /> The effects of man's encroachment on nature in the normal course of, develop- <br /> ment can be observed in: <br /> 1. Farming operations <br /> • 2. Construction of roads and bridges <br /> . 3. Filling of lowlands <br /> • 4. Construction of buildings <br /> S. Construction of sea walls <br /> all of which effect the run-off. Culverts under C.T.H. "B", tlyreson Rd. , <br /> USII 51 and Colladay Drive, together with the road fills through the lower <br /> areas, tend to concentrate the surface water flows into a channel and in some <br /> cases, back up the water to flood certain lands. <br /> l " _ ..,,•---- .1.1.1.1..-. ........ . ...a...�.401..4......-«+�r+�wi.�s... .+.e.,.v......r.t <br /> There <br /> are many property owners in the drainage basin; therefore, no one person <br /> has control of it. <br /> �' ' ...n.1.. . s ..,__.....:.r r�.ra .a-•w-....._. ..,_. .w.... <br /> the I :in : moll ; the shoreline wa'; relatively flat and, as hor.ec have been con- <br /> structed in that area, there has been some filling of land causing surface <br /> waters to be diverted around the fill. As adjacent lots were improved and <br /> more fills were placed, further diversions occurred. The filling therefore <br /> was not solving any problems but simply shifted them to a different location. <br />
