Marinette County,56 Wis.2d 7. <br /> I <br /> thority for shoreland zoning to counties, the same pur- <br /> poses are reaffirmed.2 The Marinette county shoreland <br /> zoning ordinance in secs. 1.2 and 1.3 states the uncon- <br /> trolled use of shorelands and pollution of navigable wa- <br /> ters of Marinette county adversely affect public health, <br /> safety, convenience, and general welfare and impair the <br /> tax base. <br /> The shoreland zoning ordinance divides the shorelands <br /> of Marinette county into general purpose districts, gen- <br /> eral recreation districts, and conservancy districts. A <br /> "conservancy" district is required by the statutory mini- <br /> mum standards and is defined in sec. 3.4 of the ordinance <br /> mini- <br /> A' <br /> to include "all shorelands designated as swamps or <br /> marshes on the United States geological survey maps <br /> which have been designated as the Shoreland Zoning 1 <br /> Map of Marinette County, Wisconsin, or on the detailed _. <br /> -A <br /> Insert Shoreland Zoning Maps." The ordinance provides <br /> and to promote public health, safety, convenience and <br /> welfare, it is declared to be in the public interest to make general <br /> establish policies, make plans and authorize municipal shoreland <br /> zoning regulations for the efficient use, conservation, development <br /> and protection of this state's water resources. The regulations <br /> shall relate to lands under, abutting or lying close to navigable <br /> waters.
