II. HOURS OF OPERATION ON THE PARCEL. <br /> A. Races. No races may begin before 1: 00 p.m. , and no <br /> race may end after 11: 00 p.m. on any day. <br /> B. Gates Open. Opening of the gates for spectator access <br /> to the Parcel shall be limited to not more than two hours prior to <br /> the commencement of the first scheduled race (in no case prior to <br /> 11: 00 a.m. ) . <br /> C. Gates Close. The public shall completely vacate the <br /> Parcel and the facility shall be closed and secured within one <br /> hour after conclusion of the last race of the day (in no case <br /> later than midnight) . In addition to the track personnel <br /> described in paragraph I.D. above as permitted to be on the <br /> premises, a minimal contingent of personnel (not to exceed 20 <br /> persons) employed by the racetrack operations may remain on the <br /> Parcel solely for the length of time necessary to complete race- <br /> related cleanup and closing business after the last race of the <br /> day. <br /> D. Restaurant/Bar. The restaui /bar facility to be <br /> operated solely in conjunction with the racing activity may not <br /> be open for business more than two hours prior to commencement of ' <br /> the first scheduled race (in no case prior to 11: 00 a.m. ) and <br /> must close simultaneously with the conclusion of the last race of <br /> the day (in no case event later than 11: 00 p.m. ) . <br /> 1RUTLAND,G 5 <br />
