Norwell, Commissioner <br /> DATE: January 23, 1989 <br /> SUBJECT: Rutland Dog Track Proposal <br /> Per your request, I have reviewed the traffic study for the <br /> proposed Town of Rutland greyhound dog track and have the <br /> following comments on that report. <br /> (1) The traffic distribution recommended by Wayne Higgins <br /> utilizes Sunrise Road and Oak Hill Road which we would favor <br /> over the Flint Road alternative as cited in the Regional <br /> Planning Commission report. The CTH "A"/Flint Road and the CTH <br /> "A"/USH 14 intersections would both require improvements if the <br /> RPC traffic handling scheme were used. <br /> (2) The 15-minute traffic projections as shown on Oak Hill <br /> Road by Wayne Higgins are incorrect and should be around 400 <br /> instead of the numbers shown, if the projected numbers for <br /> Sunrise Road and Flint Road are correct. <br /> ,(3) I agree that additional improvements to the existing <br /> highway system are required to safely handle the proposed <br /> traffic. Under Higgins' proposal, the increased peak traffic <br /> loads would definitely require intersection improvements to USH <br /> 14/Oak Hill Road and STH 138/Sunrise Road, and additional <br /> traffic lanes on both Sunrise Road and Oak Hill Road, <br /> especially in the vicinity of the track and major <br /> intersections. <br /> (4) The posted speed limits on both Sunrise Road and Oak Hill <br /> Road would have to be reduced to 35-40 MPH to allow the <br /> construction of a narrow median without barrier protection on <br /> a rural highway. <br />
