Fleck <br /> January 23, 1989 <br /> Page 2 <br /> (5) Additional right-of-way would have to be purchased to <br /> accommodate multi-lane facilities on the existing town roads, <br /> and may be required to accommodate the new intersection with <br /> USH 14 and STH 138. <br /> (6) If Flint Road becomes the main entrance to the track from <br /> the north, intersection improvements at both CTH "A"/Flint Road <br /> and CTH "A"/USH 14 would be required for traffic from the west <br /> and south. In addition, the pavement condition on CTH "A" is <br /> extremely poor, and this highway may require resurfacing. <br /> (7) The County has no money presently within its budget to <br /> construct improvements of the USH 14/CTH "A" intersection, the <br /> CTH "A"/Flint Road intersection, or provide a pavement overlay <br /> on CTH "A". <br /> (8) We would estimate the extra yearly maintenance costs for <br /> plowing and maintaining the additional intersections and town <br /> roads, and maintaining the traffic signals, to be approximately <br /> $35,000. <br /> (9) The Wisconsin Department of Transportation has future <br /> plans to relocate USH 14 to the west of the present alignment, <br /> and this realignment should be considered as the plans are <br /> considered for the road improvements for the dog track. <br /> (10) The design of the parking lot and entrances to the track <br /> will not allow the traffic to cue properly, which will cause <br /> significant backup problems from traffic entering and exiting <br /> the facility. <br /> (11) Enclosed is an estimate for the costs of upgrading <br /> Sunrise Road, Oak Hill Road, and Flint Road, per alignments <br /> recommended by RPC. <br /> JAN/JJB <br /> enclosures <br /> copy: Richard J.
