William J. Fleck
January 23, 1989
Page 2
(5) Additional right-of-way would have to be purchased to
accommodate multi-lane facilities on the existing town roads,
and may be required to accommodate the new intersection with
USH 14 and STH 138.
(6) If Flint Road becomes the main entrance to the track from
the north, intersection improvements at both CTH "A"/Flint Road
and CTH "A"/USH 14 would be required for traffic from the west
and south. In addition, the pavement condition on CTH "A" is
extremely poor, and this highway may require resurfacing.
(7) The County has no money presently within its budget to
construct improvements of the USH 14/CTH "A" intersection, the
CTH "A"/Flint Road intersection, or provide a pavement overlay
on CTH "A".
(8) We would estimate the extra yearly maintenance costs for
plowing and maintaining the additional intersections and town
roads, and maintaining the traffic signals, to be approximately
$35,000.
(9) The Wisconsin Department of Transportation has future
plans to relocate USH 14 to the west of the present alignment,
and this realignment should be considered as the plans are
considered for the road improvements for the dog track.
(10) The design of the parking lot and entrances to the track
will not allow the traffic to cue properly, which will cause
significant backup problems from traffic entering and exiting
the facility.
(11) Enclosed is an estimate for the costs of upgrading
Sunrise Road, Oak Hill Road, and Flint Road, per alignments
recommended by RPC.
JAN/JJB
enclosures
copy: Richard J. Phelps
R. Richard Wagner
Tom Favour
