Smiley 14 '`e/— ` ' 41.?- 1. <br /> Director of Community & Regional Devel ment Planning <br /> DATE: January 5, 1989 <br /> RE: Supplemental Zoning Comments <br /> From the meeting of December 28, 1988, we were asked to revise or add <br /> comments on the following cases: <br /> Petition 4379. The Town of Sun Prairie Plan has a policy requiring non- <br /> army al lots to be a minimum of 80,000 sq. ft. The Town has <br /> amended their ordinance requirements to 40,000 sq.ft. and needs to amend <br /> the Town and County plan to the 40,000 sq.ft. policy. <br /> Petition 4399. The Town of Cottage Grove has the limitation on creating <br /> more lots as discussed in our comment. At the hearing, the applicant <br /> noted that she was the owner and the house was for her. The Town and <br /> County Plan also has the following policy: " "To provide for the <br /> separation and retention of one lot for a new residence for the farm <br /> operator when he or she sells the whole farm. " Therefore, this proposal <br /> is consistent. <br /> Ordinance Amendment 25 - 1988-89. The stated purpose of this amendment is <br /> to encourage rezoning to a conservancy zoning district by removing the fee <br /> requirements. This is probably good public policy to encourage <br /> conservation of privately owned lands. <br /> There have been very few petitions for conservancy zoning, so it is <br /> difficult to assess whether this action will have a significant impact. <br /> The lands to be considered for changing to conservancy lands should meet <br /> one of the basic criteria for inclusion in an environmental corridor: <br /> -- All waterways and waterbodies including lakes, intermittent and <br /> perennial streams and drainageways <br /> -- Buffer strips along streams and wetlands <br /> -- 100 year floodplains <br /> -- Mapped wetlands <br /> -- Steep slopes (over 12%) <br /> -- Woodlands <br /> -- Existing and proposed parks, greenways and stormwater retention <br /> areas. <br /> TLS: lel <br /> RPC <br />
