iktri.P.---F.„ Dane County Regional Planning Commission
; Room 523, City-County Building, Madison, Wisconsin 53709 Tel. 608/266-4137
'i .1 Qom.
MLA
445 Ci001
TO: William Fleck
Zoning Administrator
FROM: Thomas L. Smiley /
Director of Community & Regional Devel9 ment Planning
DATE: January 5, 1989
RE: Supplemental Zoning Comments
From the meeting of December 28, 1988, we were asked to revise or add
comments on the following cases:
Petition 4379. The Town of Sun Prairie Plan has a policy requiring non-
farm residential lots to be a minimum of 80,000 sq. ft. The Town has
amended their ordinance requirements to 40,000 sq.ft. and needs to amend
the Town and County plan to the 40,000 sq.ft. policy.
Petition 4399. The Tbwn of Cottage Grove has the limitation on creating
ots as discussed in our comment. At the hearing, the applicant
noted that she was the owner and the house was for her. The Town and
County Plan also has the following policy: " "To provide for the
separation and retention of one lot for a new residence for the farm
operator when he or she sells the whole farm. " Therefore, this proposal
is consistent.
Ordinance Amendment 25 - 1988-89. The stated purpose of this amendment is
to encourage rezoning to a conservancy zoning district by removing the fee
requirements. This is probably good public policy to encourage
conservation of privately owned lands.
There have been very few petitions for conservancy zoning, so it is
difficult to assess whether this action will have a significant impact.
The lands to be considered for changing to conservancy lands should meet
one of the basic criteria for inclusion in an environmental corridor:
-- All waterways and waterbodies including lakes, intermittent and
perennial streams and drainageways
-- Buffer strips along streams and wetlands
-- 100 year floodplains
-- Mapped wetlands
-- Steep slopes (over 12%)
-- Woodlands
-- Existing and proposed parks, greenways and stormwater retention
areas.
TLS: lel
RPC
