I do <br /> not believe that it is in the public interest to rezone the <br /> plot of 25 more or less acres for a platted subdivision. <br /> There is adequate subdividable land within the Village of <br /> Waunakee two miles to the east where sewer , water , fire, and <br /> street-associated services are available. As it now stands, <br /> sewer , water , and street-associated services are not <br /> available at the proposed site. Additionally, septic <br /> systems just east of the site have been relocated or placed <br /> in mounds as they have become dysfunctional in the last 2 <br /> years. <br /> The large public-domain Waunakee Marsh lies just across <br /> Highway 19 from the proposed subdivision. This marsh (one <br /> of the most productive types of natural ecosystems) serves <br /> as a center for considerable wildlife. Many animals do not <br /> live in the marsh proper , but rely on surrounding habitat <br /> (such as our 3 acres of woodland and 2 acres of prairie) for <br /> their homes. The placement of a subdivision adjacent to <br /> this marsh needlessly threatens the marsh habitat with more <br /> of the same. Surely we have learned some lessons from <br /> Madison 's westside bulge. <br /> Furthermore, construction of subdivisions in rural areas <br /> places unnecessaary pressure on local livestock farmers and <br /> perhaps their properties. Dane County is the state 's <br /> largest producing dairy county; surely we want that to <br /> continue to be the case. These areas must be sheltered from <br /> needless encroachment. <br /> Finally, from a safety standpoint , the proposed subdivision <br /> will have an outlet directly onto Highway 19, a busy <br /> commuter highway which also carries abundant truck traffic. <br /> There will then be two major entries onto Highway 19 within <br /> about 500 ' o+ one another in a site notorious for early <br /> morning fog. When upgraded by 1992, Highway 19 traffic will <br /> not slow at this point for the Harvest Hill curve and speed <br /> will be the legal limit of 55 miles an hour making for a <br /> very dangerous situation just east of Harvest Hill . <br />
