H 463 <br /> Town of Cottage Grove <br /> Recycling & Transfer Site <br /> Dear Lyman: <br /> I just learned of the Towns request for a change in the conditions for the <br /> subject C.U.P. and that your committee acted on and approved their request at <br /> your 9/24/86 meeting. <br /> As I have told you before we greatly appreciate your interest and efforts <br /> in setting what we all considered reasonable conditions for this C.U.P. . <br /> However; I am now very surprised and disappointed to hear of this develop- <br /> ment. You only heard the Towns side of the story and I and many others would <br /> have liked to address the committee in opposition to any changes in the conditions <br /> of the C.U.P. . <br /> I would think. that a change in the conditions of a C.U.P. would require <br /> the same proceedure as the C.U.P. itself, that is, a reasonable public notice <br /> and a public hearing ,:here those in opposition could present their case. I <br /> think there is precedence for this proceedure with regard to the Asphalt Plant <br /> C.U.P. in the Town cf Sun Prairie about 2 years ago. In the present case I <br /> understood the matter was not even on the agenda or otherwise known to anyone <br /> except the Town so that the submission of any opposition was impossible. <br /> The Town has had all Summer and still has the Fall to accomplish the required <br /> work and has done very little. It is apparent that the Town holds little respect <br /> for the requirements set by the zoning committee and was confident that an extention <br /> could be had for the asking. <br /> You should also be aware that the Wisconsin D.N.R. has had and is having <br /> considerable controversy with the Town concerning this site. The State has revoked <br /> the Towns open-burning permit and has issued an order for them to dispose of a huge <br /> unsightly pile of brush, debris, trash and rubbish that they have illegally <br /> accumulated.
