Box 7969 <br /> Madison, WI 53707 <br /> Bill Fleck <br /> Dane County Zoning <br /> 210 Martin Luther King Boulevard <br /> Madison, WI 53703 <br /> Dear Mr. Fleck: <br /> After reviewing all issues discussed at the Departments October 18, 1988 <br /> hearing involving September 2, 1988 blasting at the Town of Roxbury <br /> Kippley Pit we have concluded we will be taking the following action. <br /> With authority granted from Administrative Rules, Chapter 7 Explosive <br /> Materials, Section IND 7.64(5) (b), we will be requiring the pit owner, <br /> Virgil Kippley, to be responsible for informing all future operators and <br /> blaster doing work in the Kippley Pit of the following four requirements. <br /> 1 . To notify the Mine Safety Section of DILHR of the date and time of <br /> each future blast a minimum of 24 hours before blasting. A copy <br /> of all pressure testing reports must be furnished to DILHR and <br /> Louis Breunig. This practice shall be followed until further <br /> notice. <br /> 2. To conduct preblast and postblast inspections and needed pressure <br /> testing of the Louis Breunig silos before and after each blast or <br /> series of blasts conducted during any one day. This practice must <br /> be followed until further notice. <br /> 3. To seismograph all future blasts at or near the Louis Breunig farm <br /> silos. <br /> 4.
