The balance of the parcel Is shown as agricultural transitional on the plan map, where the policy Is to • maintain as agricultural and may be suitable for future development. The development proposed should be served by urban services, and a request to extend the urban service area Is currently before the Regional Planning Commission. The area should not be zoned C-2, a very Intensive district, unless urban services are provided. There is • little Justification for this addition to the Windsor urban service area since 40 acres were added to It In 1987 and have not been • developed. • In addition, the Town of Burke has 802 acres of and zoned commercial that are vacant. Of this total , 116 acres of commercially zoned lands are vacant within urban or limited service areas. The portion currently within the Windsor urban service area could be rezoned and receive services; however, to rezone the balance of the parcel would be Inconsistent with plans. Concerns Expressed at/after public hearing Analysis 4373 This petition has been pending since 1988 waiting for resolution of the planned urban service areas. There is no indication as to when the plans will be finalized. The Town of Burke requests approval of this petition in order to replace tax base lost to the cities of Madison and Sun Prairie by their recent annexations into the town.
