4
response to the Farm Land Preservation Act, created by the •
Wisconsin Legislature, which provides for income tax credits to
farmers who agree to keep their land in agriculture. The purpose
of this zoning was to identify and preserve valuable agricultural
land, to delineate and conserve natural resources, and to identify
those areas where new urban growth should be directed. The
commercial zoning proposed by petition 4295 fails on all accounts
with the intent of A-1 Exclusive zoning, thereby potentially placing
in jeopardy the tax benefits of the Farm Land Preservation Act.
3. The proposed zoning change is not suitable because the location
is far removed from an urban service area where police, fire
protection, emergency services and solid waste collection would be
readily available. Rezoning for commercial use would also require
an extensive septic system intended to serve employees, the public,
_ and possible waste discharge of the commercial operation. This •
could have significant adverse environmental impact in this area
known for its poor, non-porous soil.
4. The many commercial opportunities possible under the C-2
zoning classification in aggregate represent a continuing possibility
of land uses and activities that could adversely affect the longterm
investment in the land and improvements in areas designated for
farm land preservation and, according to the Land Use Policy of
the Town of Verona, shall therefore be discouraged.
Our opposition to petition 4295 doss ngi represent any personal
conflict with John Rowley. It is also acknowledged that through a
compromise with neighbors signed in 1984, Rowley has three acres
on this site zoned A2 and operates a salvage yard on it.
Specifically, the opposition derives from the concern of
neighbors and other involved citizens that this petition for
c-2 zoning not only has a potentially deleterious effect on
a rural neighborhood--it also sets a dangerous and
irreversible prec:wilent which can adversely affect any
efforts at intelligent, responsible long-range land use
planning for the Town of Verona.
•
•
Llt'U/stYkr ,
- Ali ,/ ins. • /. • .yi i
' F ' I ell Spre 12,vis, 7211.--Q
4 _ • - •
