" 6 . That the Treatment Center shall conform <br /> to all applicable regulations of the district <br /> in which it is located . " <br /> These standards look basically to the impact of the proposed <br /> Treatment Center on the surrounding area , including " the uses , <br /> values and enjoyment of other property in the neighborhood , " and <br /> also to whether the proposed Treatment Center comports with the <br /> public health, safety, comfort, and "general welfare . " These <br /> standards also look into the burden on the surrounding area (and <br /> area public services) which the proposed center may cause . To <br /> satisfy these mandatory standards, the Clinic Care Corp . must <br /> prove that converting St . Joseph ' s into a Center is in the public <br /> interest and not contrary to the general welfare ; that a Center at <br /> St . Joseph ' s will not in any foreseeable way impair the use, <br /> value, and enjoyment of other property in the neighborhood ; and <br /> that a Center at St . Joseph ' s will not burden area roads , utilities , <br /> and other public services . <br /> 3. The "Relevant Factors. " In addition to the <br /> mandatory requirements imposed by Wis. Stats. (1977) , § 91. 75 <br /> and by Ord. , § 10. 255 (2) (g) , Clinic Care Corporation must <br /> also prove that converting St. Joseph' s into a Center complies <br /> with ten further criteria, which Ord. , § 10. 12 (4) (1) --generally <br /> following the language of the Farmland Preservation Act--pre- <br /> scribes, and which the Ordinance directs the Zoning Committee <br /> to "consider" as "relevant factors" in passing upon conditional <br /> -4- <br />
