The practice developed <br /> primarily because property owners were reluctant to pay the fee and spend <br /> the necessary time to follow through for someone who might not purchase <br /> the property or, there was no guarantee of approval of the rezone. <br /> Dane County fully realizes that the individual is acting as agent for <br /> the property owner only with regard to the rezone application and does <br /> not represent the owner in any other matter.
