•
CREATIVE RESOURCE VENTURES LTD. 1406 East Washington Ave. Phone: 6082553133
Madison, WI 53703
June 24, 1986
Dear Committee Members:
C.U.P. #477 Mineral Extraction/Quarry
During the last few months there has been concern about the possible effect
quarry blasting would have on the adjacent Refuse Hideaway Landfill. After
discussing this issue with several experienced State Licensed Class 5 Blasters
who believed blasting was feasible, the Debeck's went a step further and hired
Dr. Charles H. Dowding from Northwestern University to determine the minimum
distances between the quarry and landfill (report attached).
Dr. Dowdings report says that blasting will not affect the hydraulic
conductivity of the rock surrounding the landfill if a buffer zone of 170 feet
to 140 feet is established between the blast area and the landfill, and if the
charge size per delay is limited to 94 lbs or less. This reduces the quarry
area from approximately 7 to 3 acres. At this reduced size, the proposed
quarry area is environmentally sound and technically possible, but cannot be
justified economically at the present time.
Therefore, we are requesting the C.U.P. be approved for the proposed 7 acre
quarry so that some materials can continue to be removed on the condition that
blasting does not occur. Materials will be removed using conventional earth
moving/quarrying equipment.
Mark Halleen
Program Manager
1061.01 137:DLSA:debeck
