TO: Steve Reynolds - February 12, 1986 2.
5. The stability of the landfill and bedrock may be unsafe if quarry
excavations occur close to the landfill . If a pit was excavated below
the landfill surface elevation, and failure planes existed in the
weathered rock, the landfill loading may be able to cause sideway
slippage of the rock into the pit. We would also be concerned about the
potential for leachate to seep sideways into a pit.
Recommendations
1 . The limits of the landfill and the proposed quarry area should be
correctly shown on a more detailed map. The proposed boundary should be
revised so it does not overlap the landfill . The proposed bottom
elevation of the pit should be identified.
2. The potential effects of blasting on the creation of cracks in the
weathered rock should be investigated by a qualified expert, such as a
mining engineer. It may be necessary to limit the size of the ulasting
charge, or locations where it could be used.
3. The potential for sideways failure of the rock should be investigated by
a geotechnical or mining engineer if a pit will be excavated below the
landfill surface. It may be necessary to maintain a minimum separation
distance between the landfill and the sidewalls of any pit. It may be
necessary to restrict the depth of the pit.
4. Provisions for rerouting the rainfall runoff drainage ditches should be
made.
If you would like to discuss these ideas in more detail , please call
Marie Stewart at (608) 273-5972, or Daniel Carey at (608) 267-7572.
Attachment
cc: Joe Brusca - SD
John DeBeck - Refuse Hideaway Landfill
9091S
