After <br /> discussing this issue with several experienced State Licensed Class 5 Blasters <br /> who believed blasting was feasible, the Debeck's went a step further and hired <br /> Dr. Charles H. Dowding from Northwestern University to determine the minimum <br /> distances between the quarry and landfill (report attached) . <br /> Dr. Dowdings report says that blasting will not affect the hydraulic <br /> conductivity of the rock surrounding the landfill if a buffer zone of 170 feet <br /> to 140 feet is established between the blast area and the landfill, and if the <br /> charge size per delay is limited to 94 lbs or less. This reduces the quarry <br /> area from approximately 7 to 3 acres. At this reduced size, the proposed <br /> quarry area is environmentally sound and technically possible, but cannot be <br /> justified economically at the present time. <br /> Therefore, we are requesting the C.U.P. be approved for the proposed 7 acre <br /> quarry so that some materials can continue to be removed on the condition that <br /> blasting does not occur.
