R.! <br /> Petition #3610 <br /> The zoning ordinance provides that such areas should not be rezoned if the <br /> rezoning may result in a significant adverse impact upon any of the seven <br /> specific areas of concern. <br /> 1 . Storm and floodwater storage capacity is a concern since this area <br /> is planned for commercial development at urban densities. <br /> This concern can be mitigated by engineering design for adequate <br /> stormwater retention. <br /> 2. Maintenance of dry season stream flow would be maintained by the <br /> drainage ditch already in place, plus design of any additional <br /> culvert under the road. <br /> 3. Filtering or storage of sediments. This can be mitigated by design <br /> of the retention basin. <br /> 4. Shoreline protection against soil erosion. This is a concern both <br /> in terms of fill material used, as well as any increased flow in the <br /> drainage ditch which could cause erosion. <br /> 5. Fish spawning probably does not take place at this site, but may <br /> be of concern south of Highway 19. <br /> 6. Wildlife habitat is not a concern at this site since previous filling <br /> and development would inhibit any extensive use by wildlife. <br /> 7. Areas of special recreational , scenic or scientific interest, including <br /> scarce wetland types. The ditch which drains this area flows under <br /> Highway 19 and discharges into the Cherokee Marsh (the largest <br /> remaining wetland in Dane County) , and within a half mile flows into <br /> the Yahara River. The Cherokee Marsh and Yahara River have extensive <br /> special recreational , scenic, scientific and educational attributes. <br /> The Cherokee Marsh Plan indicates current and future proposed public <br /> ownership and other actions to protect this priority wetland with <br /> town, city, county and state cooperation. Any action which would <br /> adversely impact this area should be closely reviewed. <br /> • <br />
