Zoning Administrator <br /> Prv. / <br /> From: Clark Amundsen Ali <br /> Subject: Request for Review of Rezone out of Wetland - <br /> Section 31 - Town of Windsor <br /> The property described in Dane County application for rezone, Item <br /> No. 5. , Zoning Petition #3610, NE*, SE*, Sec. 31, Town of Windsor, <br /> was checked for viability as a wetland as you requested on <br /> April 4, 1986. This property definitely meets the definition of <br /> "wetland" (NR 15.03(13)) meaning those areas where water is at, <br /> near or above the land surface long enough to be capable of <br /> supporting aquatic or hydrophytic vegetation, and which have soils <br /> indicative of wet conditions. <br /> NR 15.05(11)(4) expresses concern over rezoning resulting in a <br /> significant adverse impact upon any of the following values: <br /> a. Storm and flood water storage capacity; b. Maintenance of <br /> dry season stream flow, or the discharge of groundwater to a <br /> wetland, the recharge of groundwater from a wetland to another <br /> area, or the flow of groundwater through a wetland; c. Filtering <br /> or storage of sediments, nutrients, heavy metals or organic <br /> compounds that would otherwise drain into navigable waters; <br /> d. Shoreline protection against soil erosion; e. Fish spawning, <br /> breeding, nursery or feeding grounds; f. Wildlife habitat; or <br /> g. Areas of special recreational , scenic or scientific interest, <br /> including scarce wetland types. <br /> Wetlands are an asset to society in their natural state. Filled <br /> wetlands are usually poor building sites, though they have been <br /> and are being used for this purpose. Filling of wetlands in order <br /> to "use" them results in their destruction. While the wetland <br /> landowner may derive very little financial profit from some of the <br /> values mentioned, the general public receives the vast majority of <br /> wetland benefits through flood and storm damage control , erosion <br /> control , water quality improvement and fish and wildlife re- <br /> sources. It is, therefore, in the public's best interest to <br /> protect wetlands to preserve these values for themselves and <br /> future generations. <br /> CMA:jw <br />
