The approval was granted with the following <br /> conditions: <br /> 1. The Conditional Use Permit shall expire on November 1, 2017. <br /> 2. The animals kept on the property is limited to a maximum of 50 animal units. Animal units <br /> shall be determined using WDNR Animal Unit Calculation Worksheet, Form 3400-025A. <br /> 3. There shall be no pasturing of animals. <br /> 4. All animals are to be kept on the concrete or in a building, except for cleaning of the area. <br /> In speaking with Shawn Esser at Dane County Land and Water Resources Department, the <br /> County has serious concerns regarding manure runoff directly into the waters of the State. The <br /> current management practices are in violation of Dane County Code of Ordinances, Chapter 14, <br /> Manure Management. <br /> In order for a conditional use permit to be granted by the Zoning and Land Regulation <br /> Committee must find that all of the below listed standard are met. These standards are: <br /> 1. The establishment, maintenance, or operation of the conditional use will not be detrimental <br /> to or endanger the public health, safety, comfort or welfare. <br /> 2. The uses, values and enjoyment of other property in the neighborhood for purposes already <br /> permitted shall be in no foreseeable manner substantially impaired or diminished by <br /> establishment, maintenance or operation of the conditional use. <br /> 3. The establishment of the conditional use will not impede the normal and orderly development <br /> and improvement of the surrounding property for uses permitted in the district. <br /> 4. Adequate utilities, access roads, drainage and other necessary site improvements have been <br /> or are being made; and <br /> 5. That adequate measures have been or will be being taken to provide ingress and egress so <br /> designed as to minimize traffic congestion in the public streets; and <br /> 6. That the conditional use shall conform to all applicable regulations of the district in which it is located. <br /> Currently the operation is not meeting Standard 1 (endanger public welfare) and Standard 6 (conform <br /> to applicable regulations). <br />
